PHP 7.3 Release Manager Selection

So, I woke up this morning and looked at my calendar, and I realized
we're less than two months away from a timely release of 7.3.0-alpha1.
This is somewhat awkward as we currently lack named Release Managers
for the 7.3 branch.

As usual, the role calls for two suckers^W volunteers to take on this
task. Whomsoever is elected will be guided and helped by Remi and I,
as well as previous RMs and the excellent documentation in
php-src:README.RELEASE_PROCESS.

Candidates should have a reasonable knowledge of internals (without
necessarily being a C guru), be confident about merging pull requests
without breaking backward compatibility, doing triage for bugs,
liaising with previous release managers, and generally getting the
branch in good shape, as these are among the activities you will be
undertaking as release manager.

Please put your name forward here if you wish to be considered a candidate.

provisional dates for GA and pre-releases.

Topic bump as nobody has tossed their hat in yet.  There's some time
left before the pre-release cycle starts, but it'd be nice to have
some names before it gets down to the line.

Kalle voluntold Nikita and Christoph, could those two respond with
either "Yeah sure" or "No thanks"?

Well, I'm pretty sure that there are more suitable RMs than myself, and
I'm not fond of committing myself to regular and important voluntary
work for several years, but "yeah sure", if nobody else steps forward,
I'll do my best to serve as one of the PHP 7.3 RMs (I certainly couldn't
do it alone).

IMO you're one of those persons suitable for the RM role. Based on your
activities and contributions.

That's why it makes sense to have a duo team. But also other RMs can
jump in, if necessary. Whereby yes, it would engage you for some longer
term :)

With 7.3.0-alpha1's date on June 7th I'd like to have RMs confirmed by
mid-May.  To that end, I'm placing a deadline on nomination/acceptance
of April 30th and will be opening the vote (assuming we have more than
2) on May 1st.

At the moment, cmb is the only confirmed candidate, though I have
promises from Derick Rethans that he'll step up as the second half of
a team (and experienced RM, even if not recent) should that prove
necessary.

I want to encourage anyone who is "on the fence" or worried they won't
be able to pull it off to just go for it.  We have a large group of
active, experienced RMs, a decent supply of tooling, a surprising
amount of documentation, and if circumstances change and you just
can't do the job a year from now, that's no problem.  We can reshuffle
teams and/or provide temporary support between versions (For example,
I put out 7.1.13 and 7.1.14 because Davey and Joe both had
obligations, and that was fine).

PHP is your language.
