RFCs “Under Discussion” targeting 7.3

Hi! There are several RFCs in the “Under Discussion” section[1] which target PHP 7.3, even though no discussion had happened during the last weeks if not months. Since the feature freeze is approaching (scheduled for June, 17th), I suggest to either revive the discussion, or to move the RFCs to voting (or to “Abandoned”) or to change the target version.
