[RFC] [VOTE] Numeric Literal Separator

Hello internals,

Voting has now started on the Numeric Literal Separator RFC:

This feature is widely supported in other languages, and can be very
helpful for improving code readability and clarifying intent.

Voting will end in two weeks, on 2019-06-13.
