I have been developing packages for PEAR, and I would like to keep them in a publicly accessible repository.

Err that is not quite how it works.
Your code doesn't have to be finished to make it into PEAR CVS (after all
CVS is for development). However before you can put it into PEAR CVS you
need to go through the proposal voting system.
