Exception from the feature freeze mode

Hi internals and Andi,
what do you think about a small exception from the feature freeze for satisfying feature
request http://bugs.php.net/bug.php?id=24258 . The patch is here :

The change is not big and imo does not introduce any bug :)

I think it's OK. It's very simple and thus shouldn't create any problems.
